LiSWA was established pursuant to the Joint Exercise of Powers Act, Government Code section 6500 et seq., and the JPA Agreement. This LINCOLN-SMD 1 WASTEWATER AUTHORITY JOINT POWERS AGREEMENT

("Agreement") is effective as of November 30, 2022 ("Effective Date"), and is between the City

of Lincoln (the "City") and the County of Placer (the "County"), each of which is a public entity

duly organized and existing under the constitution and laws of the State of California and
